Stanbic Bank Announces Leadership Changes as Dr. Oigara Takes East Africa CEO Role
Stanbic Bank has announced a series of leadership changes across its regional operations, naming Dr. Joshua Oigara as the new Stanbic Bank Regional Chief Executive, East Africa, effective September 1, 2025. His appointment is subject to regulatory approval.
Dr. Oigara, who is currently the Chief Executive of Stanbic Bank Kenya, will take on the additional responsibility of leading the Group’s East African franchise. He will succeed Patrick Mweheire, the current Stanbic Bank Regional Chief Executive (RCE) for East Africa, whose tenure ends on August 31, 2025.
Patrick Mweheire to Continue at Stanbic Kenya Holdings
Mweheire will remain a Senior Executive within the Group and continue serving as the Chief Executive Officer for Stanbic Kenya Holdings, a role he has held alongside his regional responsibilities.
During his five-year term as Stanbic Bank Regional Chief Executive (RCE) for East Africa, Mweheire oversaw operations in Kenya, Uganda, Tanzania, and South Sudan. His leadership helped establish East Africa as the second most profitable region within the Standard Bank Group.

Stanbic noted that his tenure was marked by operational efficiency, stronger collaboration across markets, and enhanced client engagement across multiple jurisdictions. The leadership team credited him with building a “well-positioned franchise in the East African region.”
Mweheire’s journey with Stanbic began in Uganda, where he served as Chief Executive of Stanbic Bank Uganda. Under his leadership, the bank achieved market dominance and laid the foundation for growth and innovation. His performance in Uganda led to his appointment as Regional CEO in 2020.
Dr. Joshua Oigara: Dual Role in Kenya and East Africa
Dr. Oigara will now combine his role as Chief Executive of Stanbic Bank Kenya with his new mandate as Stanbic Bank Regional Chief Executive, East Africa. His appointment places him in charge of driving growth across the East African markets while continuing to manage Kenya’s largest subsidiary.
Oigara, who has been at the helm of Stanbic Bank Kenya since 2022, is expected to steer both the bank and the wider East African business through a period of growth and regional integration.
Francis Karuhanga Moves to South and Central Africa
In another leadership change, Francis Karuhanga, the Chief Executive of Stanbic Uganda Holdings Limited (SUHL), has been appointed Stanbic Bank Regional Chief Executive (RCE) for South and Central Africa, effective September 1, 2025.
Karuhanga, who has over 23 years of banking and assurance experience, will continue to serve as CEO of SUHL during the transition. Since assuming the CEO role in 2024, he has overseen the transformation of SUHL’s multi-subsidiary structure, strengthened stakeholder trust, and implemented disciplined growth strategies.
Before returning to Uganda, he served as Chief Audit Officer for the Standard Bank Group, where he developed a Pan-African approach to governance, risk assurance, and enterprise value.
