Brian Mwine Rutebemberwa Takes Over as NCBA Bank Uganda Cybersecurity Chief
NCBA Bank Uganda has appointed Brian Mwine Rutebemberwa as its new Chief Information Security Officer, the bank announced, tapping a veteran technology leader to strengthen its defenses against evolving cyber threats in the region’s rapidly digitizing financial sector.

In his new role he will lead the bank’s information and cybersecurity strategy, with responsibility for protecting digital infrastructure and securing critical banking operations.
His expertise covers IT strategy, resilient cybersecurity frameworks, complex cloud architectures, digital transformation programs and regulatory compliance, which are skills that banks across East Africa are prioritizing as customer transactions, mobile banking and cloud-based systems expand.
Rutebemberwa holds a Master of Science in Computer and Information Security from the University of Liverpool and a Bachelor of Engineering (Honours) in Electronic and Computer Engineering from the University of Leeds.
He also carries several globally recognized credentials, including CISSP, CISM, CISA, Oracle Certified Professional and multiple AWS cloud certifications.
Before joining NCBA Bank Uganda, Brian Mwine Rutebemberwa served as Senior ICT Consultant at CITES Consultancy Limited, advising organizations on enterprise IT structures, technology modernization and digital transformation roadmaps.

His early career included technical and systems roles at Vivacell Telecom and Warid Telecom.
Beyond corporate positions, Rutebemberwa is the elected President of the ISC2 Uganda Chapter, the local arm of the global cybersecurity professional body, and an active member of the ISACA Kampala Chapter.
He is a frequent public voice on digital transformation and cybersecurity in East Africa, regularly advocating for proactive security frameworks rather than purely compliance-driven approaches at industry conferences.
